The goal is to use up the entire budget within a limited amount of time, which has been set to September, 2012. All spending should be approved of by NCCD Chiang Mai.
The governor of Chiang Mai added that the goal is to protect the youth, who instead of becoming victims to illegal drugs, can grow up to become valuable members of society. He said that in order to make Chiang Mai the most drug-free province in Thailand, it is required that all families give younger family members adequate love and attention so that the youngsters will not turn to illegal drugs.
