Police and social welfare officers sweep city parks after homeless murders

Following a double homicide that sent shockwaves through Chiang Mai, police and social development officials have launched a joint operation targeting homeless encampments across the city’s public spaces.

The killings — two homeless men murdered in a single day — were linked to disputes over sleeping spots beneath a bridge over the Ping River and personal conflicts within the homeless community. A 31-year-old man from Mae Yao subdistrict in Chiang Rai, identified as Panae Puli, was subsequently arrested by Region 5 CID and local officers. The case has heightened public concern about safety in areas where rough sleepers congregate.

In response, Chiang Mai Police joined forces with the Ministry of Social Development and Human Security (MSDHS) offices from both Chiang Mai and Lamphun provinces to conduct late-night inspections of known homeless gathering points, including areas around the old moat, Tha Pae Gate, Chan Som Bridge, the Three Kings Monument and various public parks.

Officers encountered 23 individuals — 21 men and 2 women — sleeping rough at various locations. All were registered, informed of relevant laws and advised of their rights. Each was screened for physical and mental health needs before being referred to MSDHS for follow-up.

Of the 23, eleven were already registered with Chiang Mai MSDHS for welfare protection. None tested positive for drugs; these individuals were briefed and warned against any criminal activity in the area. The remaining twelve also tested clean and expressed a wish to return to their home provinces, which officials arranged.
