CityNews – On September 7th, a man was seen drowning in the moat by a tourist who was passing.
The rescue team was able to pull him out of the water but he remained unconscious when he was sent to the hospital. The team was unable to find his ID or his belongings. Police later determined that the he was a homeless man who jumped in the moat while he was drunk.
