Photos of the pavilion along the way up to Doi Suthep, a major tourist destination in Chiang Mai showed that the site is currently in a dirty and rundown state, with garbage scattered all over and a nearby public restroom painted in graffiti by teenagers. The unpleasant conditions are particularly concerning where there is a large number of Thai and foreign tourists visit the area, especially during the high season.
In addition, dozens of stray dogs have taken over the area. Most are unvaccinated and abandoned, often lying in the middle of the road and barking at passersby. This has raised concerns about accidents and public safety. Residents and visitors are urging authorities to inspect and resolve the situation.
Thongchai Narath, Chief of Doi Suthep-Pui National Park, explained that the viewpoint pavilion was built with private donations. Although it is located within the park, the road and a 15-meter-wide strip on each side fall under the responsibility of the Highways Department. Therefore, maintenance of the pavilion is not within the park’s authority.
The park has long been aware of the problems but lacks the legal authority or budget to enforce regulations or make improvements. However, park officials and garbage trucks assist with daily cleaning efforts. The park has also sought cooperation from local vendors to help keep the area clean.
The chief of Doi Suthep-Pui National Park added that the issue had been presented to the National Park Advisory Committee, which oversees the management of the buildings and assets donated by the private sector. The committee noted that volunteer efforts may be necessary, as these structures are not government property and are not listed as government assets. The use of government funds will be subject to inspection by the State Audit Office and could risk violating legal.
